On April 2nd, the first domestic industry standard for lithium battery maritime safety technology, "Safety Technical Requirements for Ship Transport of Lithium Batteries" (JT/T 1543-2025), was released in Xiamen and will come into effect on May 1st of this year. This marks a new chapter in the standardization and internationalization of China's lithium battery maritime safety management.
The "Standard" combines international rules and domestic practices to provide detailed regulations for the classification and numbering of lithium batteries carried by ships, the requirements for lithium batteries, as well as safety technical requirements for packaging, cargo transportation components, consignment, loading and unloading, transportation, and emergency response in the transportation industry standards for the first time. It provides a scientific, convenient, and unified safety management basis for the industry, not only filling the gap in domestic lithium battery maritime safety standards, but also highly connecting with relevant international conventions of the International Maritime Organization (IMO), providing professional guidance for the safe export of lithium batteries by sea.
Currently, the global new energy industry is booming, and lithium batteries as the core power source have made maritime safety a key issue in the international supply chain. As the world's largest producer and exporter of lithium batteries, China urgently needs to improve the safety technical standards for sea transportation of lithium batteries to ensure transportation safety and enhance international competitiveness.
In 2023, the Ministry of Transport will include the "Safety Technical Requirements for Ship Transport of Lithium Batteries" in the second batch of transportation standardization plans. Under the guidance of the Ministry of Transport, the professional department of the Maritime Safety Administration of the Ministry of Transport and the Technical Committee for Standardization of Maritime Safety coordinate and coordinate, and multiple maritime departments, research institutes, enterprises, etc. take the lead in drafting and deeply participating in the research and development of the "Standard".
Data shows that since 2023, the export value of lithium batteries in Fujian Province has exceeded 100 billion yuan for two consecutive years, and has been ranked first in the country for 20 consecutive months. More than 90% of Fujian's lithium battery products are exported to the world through Xiamen Port. The release of the "Standard" will provide important technical support for the safe sea transportation of lithium battery products in China, including Fujian, to reduce logistics costs and improve transportation efficiency. It is of great significance to assist in the innovation of lithium battery production and manufacturing technology, promote the high-quality development of the lithium battery industry, and serve the development of new quality productivity.
