On April 28th.2025,the Ministry of Industry and Information Technology released the key points for automotive standardization work in 2025. Among them, in terms of improving the safety level of new energy vehicles, the key points of work are proposed to promote the release of standards for remote service and management of electric vehicles and the implementation of safety requirements standards for power batteries, promote the review and approval of safety requirements for electric vehicles, carry out mandatory national standard pre research on safety requirements for fuel cell electric vehicles and power battery recycling, and continuously improve the safety level of electric vehicles. Promote the review and approval of standards for durability and thermal management systems of power batteries, accelerate the development of standards for all solid state batteries, in-service testing of power batteries, and identification labels for power batteries, and continuously optimize the performance requirements of power batteries. Accelerate the formulation of efficiency test method standards for drive motor systems, carry out pre research on standards for distributed drive motor systems, hybrid power systems, on-board hydrogen systems, etc., and strengthen the quality requirements for key system components.

Key points of automotive standardization work in 2025

In order to fully implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, conscientiously implement the deployment requirements of the National Conference on the Promotion of New Industrialization, and in accordance with the requirements of documents such as the National Standardization Development Outline and the 2025 Industrial and Information Standards Work Points, further improve the standard system, enhance the quality and efficiency of standards, strengthen implementation and application, give full play to the leading and guaranteeing role of standards, and use standards to assist the transformation and upgrading of the automotive industry and high-quality development, this year's automotive standardization work points are specially formulated.

1、 Focusing on the overall situation, building a standard system of "four beams and eight pillars"

(1) Strengthen the top-level design of the automotive standard system. Summarize the implementation of the "14th Five Year Plan" technical standard system in the automotive industry and systematically conduct an evaluation of its effectiveness. Initiate the development of the technical standard system for the automotive industry during the 15th Five Year Plan period, and promote the construction of a standard system that covers the entire industry chain, process, and lifecycle.

(2) Optimize and improve the construction of key standard system. Continuously strengthen the overall planning of mandatory national standards for automobiles, and enhance the expectations for the formulation and implementation of mandatory national standards. We will improve and implement the standard system for key areas such as intelligent connected vehicles and automotive chips, continuously optimize the standard system for new energy vehicles, accelerate the implementation of the dual carbon standard system for automobiles, and promote the iterative updating of the standard system for universal vehicles and system components.

(3) Forward looking layout of cutting-edge field standard research. Analyze and evaluate the development trends and potential application scenarios of cutting-edge technologies, identify and judge the future direction of automotive standardization development, promote the formulation and release of standard subsystems such as automotive artificial intelligence, solid-state batteries, and electric vehicle battery swapping, initiate the construction of standard systems in new fields such as data governance and application, and conduct advanced research on standardization requirements for new formats such as flying cars.

(4) Accelerate the internationalization strategy of standards. Research and determine the direction and implementation path of internationalization of automotive standards, steadily promote the cultivation of international standardization projects, overseas application of Chinese automotive standards, and other key tasks, create an open and innovative global cooperation ecosystem, cultivate a composite international standardization talent team that understands standards, foreign languages, and rules, and continuously enhance the contribution and influence of international standards.

2、 Keeping up with the forefront, drawing a "standard blueprint" for emerging fields

(5) Improve the safety level of new energy vehicles. Promote the release of standards for remote service and management of electric vehicles and the implementation of safety requirements for power batteries, advance the review and approval of safety requirements for electric vehicles, conduct mandatory national standard pre research on safety requirements for fuel cell electric vehicles and power battery recycling, and continuously improve the safety level of electric vehicles. Promote the review and approval of standards for durability and thermal management systems of power batteries, accelerate the development of standards for all solid state batteries, in-service testing of power batteries, and identification labels for power batteries, and continuously optimize the performance requirements of power batteries. Accelerate the formulation of efficiency test method standards for drive motor systems, carry out pre research on standards for distributed drive motor systems, hybrid power systems, on-board hydrogen systems, etc., and strengthen the quality requirements for key system components. Promote the release and implementation of safety requirements standards for commercial vehicle battery swapping, accelerate the development of standards for charging performance, chassis battery swapping, and battery swapping compatibility testing, conduct pre research on megawatt level charging standards for commercial vehicles, and improve the convenience of using electric vehicles.

(6) Strengthen the standard supply of intelligent connected vehicles. Promote the approval, release and implementation of automatic driving design operating conditions, automatic parking, automatic driving simulation test and other standards, accelerate the development of mandatory national standards for auto drive system safety requirements, and build a safety baseline for auto drive system. Accelerate the revision of mandatory national standards for combined driving assistance systems and automatic emergency braking systems, revise lane keeping assistance system standards, promote the development of standards for reversing assistance, and improve the safety level of driving assistance products. Accelerate the promotion and implementation of the LTE-V2X direct communication vehicle information exchange system standard, promote the development of standards for queue following, digital keys, and networked information assistance, and accelerate the application of networked functions. Promote the release and implementation of standards for information security engineering, accelerate the development of mandatory national standards for automotive passwords, complete the review of data security management systems and automotive security vulnerability classification and grading standards, accelerate the development of important data identification standards, and enhance network security and data security protection capabilities. Promote the development of standards for intelligent cockpit function evaluation, interactive safety, and biological retention monitoring, improve the standard system for intelligent cockpit and human-computer interaction, carry out pre research on automotive artificial intelligence standards, and lead the integration and application of new technologies.

(7) Accelerate the revision of automotive chip standards. Accelerate the development of general standards for automotive chip environment and reliability, information security, consistency testing, etc., and improve the basic evaluation methods for automotive chips. Promote the release and implementation of standards for safety chips, power drive chips for electric vehicles, etc., complete the review and approval of standards for intelligent cockpit computing chips, satellite positioning chips, infrared thermal imaging chips, chassis control chips, etc., accelerate the development of product standards for control chips, sensing chips, communication chips, storage chips, etc., and meet the needs of automotive chip product selection and matching applications.

(8) Promote research on automotive electronic standards. Continuously improve the automotive electromagnetic compatibility standard system, promote the mandatory national standard review and approval of road vehicle electromagnetic compatibility, publicly solicit opinions on standards such as electrostatic discharge, and promote the development of electromagnetic compatibility standards such as whole vehicle antenna OTA and electromagnetic environment adaptability. Accelerate the development of standards for functional safety, expected functional safety, and battery management system functional safety of the auto drive system, and improve the level of functional safety and expected functional safety of key systems. Conduct pre research on reliability standards for accelerated testing of electronic devices, promote the revision of IP rating and environmental assessment standards, and improve the quality level of electrical and electronic equipment. Promote the review and approval of standards for in vehicle MEMS LiDAR and forward vision assistance, publicly solicit opinions on standards for in vehicle display terminals, accelerate the development of in vehicle wireless broadcast receiving systems and inertial navigation standards, and standardize the performance of in vehicle electronic component products.

(9) Strengthen the development of green and low-carbon standards for automobiles. Promote the implementation of evaluation methods and indicators for fuel consumption of passenger vehicles, energy consumption limits for electric vehicles, and other standards. Accelerate the development of standards for monitoring on-board energy consumption of passenger vehicles, pure electric utilization coefficient of light-duty hybrid vehicles, and evaluation of vehicle predictive cruise control systems. Conduct pre research on average fuel consumption evaluation for heavy-duty commercial vehicle enterprises, technical specifications for hydrogen (ammonia) engine vehicles, and classification and grading of vehicle energy conservation, and continue to promote energy conservation and emission reduction in automobiles. Promote the release and implementation of greenhouse gas management terminology and definitions for road vehicles, product carbon footprint labeling, and key product carbon footprint standards for road vehicles and passenger cars. Promote carbon emission accounting for engine manufacturing enterprises, scrapped motor vehicle recycling and dismantling enterprises, and review and approval of engine product carbon footprint standards. Accelerate carbon emission accounting for vehicle manufacturing enterprises and the development of carbon footprint standards for key products such as electric vehicles, power batteries, and drive motors. Conduct pre research on carbon emission reduction technology standards for electronic labeling of automotive products, use of recycled materials, and comprehensive utilization of scrapped automotive resources to provide support for automotive carbon emission management.

3、 Assist in transformation and inject the "upgrading momentum" of traditional industries

(10) Strengthen the bottom line support of automotive safety standards. Promote the release and implementation of mandatory national standards for dangerous goods transport vehicles, accelerate the development of mandatory national standards for bus structural safety requirements, specialized school bus safety technical conditions, promote the revision of standards for control indicators and vehicle visibility, and promote the upgrading of standards in the general safety field. Promote the release and implementation of mandatory national standards for side and rear collisions, accelerate the development of standards for anti injury and forward visibility of steering mechanisms, promote the revision and pre research of standards for car seats, side and lower rear protection, and improve the technical level of passive safety products such as passenger protection, vehicle protection, and road user protection. Accelerate the revision of standards for passenger car wire controlled braking and wire controlled steering series, promote the development of standards for electronic stability control systems, brake assist systems, etc., initiate the revision of commercial vehicle and trailer braking standards, and promote technological upgrades in the field of active safety.

(11) Consolidate the basic support of automotive universal standards. Accelerate the mandatory revision of national standards for the external dimensions, axle loads, and quality limits of automobiles, trailers, and car trains, promote pre research on the revision of standards for main trailer matching and electric trailers, and consolidate the foundation for industrial development. Conduct research on the revision of standards for testing methods, reliability, NVH (noise, vibration, and acoustic roughness), and ergonomics to continuously promote the improvement of automotive quality. Promote research on key standards in basic areas such as basic components, basic elements, corrosion and aging resistance, and lightweight.

(12) Conduct in-depth research on user experience standardization. Carry out research on new product technologies and standards such as hidden door handles, active pre tensioned seat belts, large angle seats, and interior warning sounds, do a good job in standard pre research, and strengthen the feasibility study of standard project approval. Conduct research on intelligent lighting projection standards to enhance the level of vehicle lighting technology and the interaction ability between vehicles and other road users.

4、 Internal and external integration, expanding the international "cooperation space" of standards

(13) Steadily expanding the standard institutional opening-up. Continuously conducting international standard tracking research, continuously improving the consistency of key technical indicators between national and international automotive standards, and achieving an international standard conversion rate of over 85% in the automotive industry. Vigorously promote the compilation of foreign language versions of national standards in the automotive industry, with mandatory national standards being translated to the fullest extent possible. Accelerate the release of a batch of foreign language versions of new energy vehicle standards to assist advantageous industries in "going global". Encourage the development of corresponding international standard proposals and suggestions in the revision of national standards.

(14) Deepen the coordination of the formulation of automotive technical regulations. Fully track the dynamics and trends of the United Nations World Vehicle Coordination Forum (WP. 29), earnestly fulfill the obligations of the contracting parties to the 1998 Agreement and the responsibilities of the Working Group on Automatic Driving and Connected Vehicles (GRVA), the Informal Working Group on auto drive system (ADS IWG), the Vice Chairman of the Informal Working Group on Electric Vehicles and the Environment (EVE IWG), and take the lead in the development of key laws and regulations such as auto drive system and on-board battery durability, so as to continuously improve the participation and contribution of international law and regulation coordination.

(15) Fully participate in the formulation of international technical standards. Efforts will be made to fulfill the responsibilities of the convener of the international standard working group for autonomous driving testing scenarios, automotive sensing sensors, and electric vehicle battery swapping, accelerate the development of international standards for onboard radar, fuel cell systems, and electric vehicle battery swapping, and focus on promoting the establishment of international standards for electric vehicle power performance, passenger vehicle external protection, electromagnetic compatibility, and continuously enhance the international status and influence of Chinese standards. 

(16) Consolidate and expand global partnerships. Strengthen exchanges and cooperation with ASEAN countries on standards and regulations, and promote the implementation of the "China ASEAN Advanced Automotive Standards and Regulations Cooperation Partnership" through a "point to area" approach. Actively expand and deepen exchanges and cooperation in the field of automotive standards and regulations with relevant countries in Europe, Central Asia, Africa, South America, and other regions. Further leverage the pivotal and radiating role of the China Automotive Standards Internationalization Center (Geneva), and expand exchanges and cooperation with relevant international organizations.

5、 Adhering to integrity and innovation, enhancing the governance efficiency of automotive standards

(17) Actively connect with national strategic needs. Implement the deployment of documents such as the "Work Plan for Upgrading Standards to Support High Quality Economic Development" and the "Action Plan for Upgrading Traction Equipment and Trading in Consumer Products with Standards", complete relevant standard development tasks with high quality and efficiency, and strengthen the promotion and implementation of standards at the same time. Establish an active coordination mechanism for major national strategies and industrial policies, promote the deployment and implementation of standards and strategies, plans, and policies, and strengthen the efficient connection between standards and automotive enterprise and product access management.

(18) Strengthen the interaction between standards and technological innovation. Implement the deployment requirements of the New Industry Standardization Navigation Project, conduct pre research on standard forward-looking layout, strengthen the summary of phased achievements, and accelerate the development of new technologies, new functions, and new product standards. Focusing on emerging fields, targeting key links, application scenarios, core technologies, and products in the automotive industry chain, we will simultaneously accelerate the revision of key standards or pilot the standard first mode. Following the idea of "product generation, technology grading, and development stages", we will advance the development of advanced applicable standards.

(19) Promote the upgrading and revitalization of organizational construction. Initiate the election of the National Automotive Standardization Technical Committee, optimize the composition of committee members, actively include enterprises, industry organizations, and technical institutions with strong innovation capabilities and rich standardization experience, and enhance the breadth and representativeness of committee members. Continuously strengthen organizational construction, enhance the classification management and services of committee members, optimize and improve the special seminar mechanism of the Automotive Standards Committee, and fully mobilize the work enthusiasm of committee members and their units.

(20) Improve the quality and efficiency of automotive standard management. Establish a sound pre evaluation mechanism for standard establishment, closely monitor key processes such as standard establishment, soliciting opinions, technical review, and standard approval, further strengthen responsibilities, and improve the quality of standard argumentation and preparation. Build a green channel for the entire process of urgently needed standards, further compress the approval and submission cycle of standards, and improve the overall efficiency of formulation. Solidly carry out the evaluation of the implementation effect of standards, shorten the review cycle appropriately according to the industry development speed, technology iteration frequency, and policy changes, and promote the iteration and updating of standards. Explore and promote the integration of artificial intelligence and automotive standardization, and empower the construction of automotive standardization through the use of large-scale artificial intelligence models.

(21) Strengthen the promotion and publicity of automotive standards. Comprehensively utilize new media communication forms such as one image understanding and standard cloud courses to strengthen standard promotion from multiple perspectives and aspects. Continuously expand the breadth and depth of standard promotion and training, strengthen the summary and promotion of enterprise standardization experience. Focusing on the objective reality of automotive standardization, innovating work mechanisms and models, and continuously conducting theoretical and policy research and practical applications of automotive standardization. Proactively introduce the achievements of automotive standardization work, promptly respond to public concerns, and guide the public to establish correct conceptual understanding.

(22) Deepen the collaborative linkage of automotive standards. Continuously deepen the exchange and cooperation between the automotive and energy, information and communication, intelligent transportation, traffic management and other related industries, strengthen cross industry and cross domain standardization technology organization cooperation, and consolidate the effectiveness of the dual centralized work. Widely solicit opinions and suggestions from relevant parties, synchronously study operability and implementability during the standard formulation process, strengthen the coordination of relevant implementation management departments, and ensure the smooth implementation of standards. Further strengthen the effective connection and coordination of national standards, industry standards, local standards, and group standards, optimize the supply structure of automotive standards, and form a good situation of coordinated and orderly integration and mutual promotion.

(23) Strengthen the cultivation of standardized talents. Continuously organize and carry out a series of activities for cultivating automotive standardization talents, such as the selection and training of young experts in automotive standardization, the college student automotive standard innovation competition, and the international exchange program for young engineers in automotive standardization. Innovate the form and content of these activities, strengthen the cultivation of automotive standardization talents, and provide a platform for communication and practice for automotive standardization talents. Publish automotive standardization textbooks and promote their application and promotion in universities, in order to prepare talent reserves for automotive standardization.
